When you have no mortal sins on your conscience, venial sins are forgiven outside the sacrament of penance because the sacrament of confession was instituted by our Lord primarily for mortal sins. Daily venial sins can be forgiven through simple prayers and good acts.
However, if someone is conscious of having committed a mortal sin and no priest is available, they must make an act of contrition. This act of contrition is a repentance out of love for God, with the intention of confessing at the next available opportunity. At this moment, their sins are forgiven. God forgives their sins even before they confess because of their desire for confession, much like someone desiring baptism, which they must desire.
This can be termed a "confession of desire," but the person must make every effort to reach a priest. It is their duty. As long as reasonable means are available, they are not obliged to seek out-of-proportion measures.
