Bishop Schneider explains that papal infallibility is limited to rare clearly defined occasions. Outside of these the Pope bishops or councils may express errors if not intending definitive teaching. Divine providence protects the Church though not every daily statement is infallible requiring clear distinction to avoid confusion in interpretation here.

We cannot simply say the Pope is from morning to evening and in the night always infallible. This is not Catholic. The Church is infallible only on rare occasions and in precisely limited circumstances. On other occasions, the Church, or the Magisterium, might see that not the Church, the Pope, or some bishops, or councils can express even an error, because they did not intend to propose this definitively. And so, but usually the divine providence protects the Pope and the Church, depending on the personality of the Pope when he is speaking, not infallibly, let us say, daily in the daily pronouncements. So we have to have a very clear distinction here, otherwise we will cause confusion, and they will make the circling, how to say, the server, we will make this squaring the circle.
