Bishop Schneider said people attending the Society of Pius X have no schismatic intention and that objectively there is no schism. He stated they do not intend to separate from the Pope, form a parallel church, or establish new dioceses, and therefore should not be considered schismatic.

Yes, I think they can because they have no schismatic intention, and objectively, there is no schism. When people go there, they have no intention to separate themselves from the Pope or to join a new separate parallel church, a new diocese which they establish, or anything similar. That is not the case here.
