Bishop Schneider said communion in the hand can pose an objective risk of particles falling or remaining on the hands. He stated a priest may, according to conscience, refuse to distribute Communion in this manner to avoid irreverence toward the Eucharist, even if it results in disciplinary consequences like suspension.

It depends on his conscience, because exposing our Lord to such a danger as communion in the hand is an objective danger, as small particles can fall or stick to the fingers or the palm of the hand. This is the case. Even if not at every Holy Communion, this can still happen.

When a priest has a conscience that he cannot expose the Lord, the Holy of Holies, to such a danger, an objective danger, he can follow his conscience and say I can never give communion in the hand, to avoid degrading our Lord to such a minimalistic form of reverence and to avoid exposing him to danger.

In that case, he must accept the consequences, including suspension. But then he can go to other communities where communion in the hand is not given. He must choose for the Lord and accept the consequences for the Lord.
