The agreement between China and the Holy See allows recognition of bishops affiliated with the Patriotic Association, making them not in formal schism. Their sacraments are valid. The Novus Ordo baptism is valid, as it follows proper form, matter, and intention. Lutheran and Anglican baptisms are valid but conditional.

There is an agreement between China and the Holy See, where the Pope recognizes the bishops who are currently overseeing the dioceses that are recognized by the state. These bishops are affiliated with the Patriotic Association of bishops which the Pope recognized.

Therefore, they are not in formal schism because of this recognition from the Pope. Thus, you can receive the sacraments from them. Concerning the second question about baptism, the baptism of the new rite is valid.

Even the baptism of a Lutheran Church or an Anglican Church is also valid and it was recognized even before the Council. The baptism of these other protestant communities is doubtful because we do not have first-hand knowledge of how they perform their rites for baptism, therefore, their baptism is deemed conditional. For the Novus Ordo baptism is valid and it cannot be seen as a conditional baptism.
