Well, this specific phrase is not in Holy Scripture, but we can deduce from the truth that the souls in Purgatory are part of the Church, the Mystical Body of Christ. They are called the suffering Church. The Church has three parts: the Church Triumphant in Heaven, the Church Militant on Earth, and the Church Suffering in Purgatory. All three parts together make up one Body of Christ.

Just as in one body there is circulation that unites its members, so it is with Christ and His graces. When one member suffers, the others feel it and can help. In this way, the poor souls in Purgatory, though they cannot pray for themselves, can pray for us. This is based on the truth that they are part of the Mystical Body of Christ, where all members are united and can help one another.
