Yes, lay people can also give blessings, but not in the manner of a bishop or a priest. It is more like how a mother blesses her children, by making the sign of the cross on the forehead or placing a hand on them. Yes, this is possible. Not in a solemn or liturgical way, I repeat, as a priest would do, but in the simple and loving way that mothers or fathers often do.
