These are acts of governance that belong to the hierarchy of the Church, ultimately to the Pope, who is the supreme shepherd. In his name, the prefect of the dicastery or congregation fulfills these tasks. Therefore, it is a sign of confusion that a layperson is fulfilling, even in a limited way and in the name of the Pope, certain acts of governance.
The task of governing is a divinely instituted function that is intrinsically linked to sacred ordination. For this reason, it is likely that the Pope has appointed a second prefect a priest, bishop, or cardinal to serve alongside this sister. Or perhaps he will, in order that the acts of dispensation, which are tied to hierarchical authority, may be carried out by someone properly ordained. The sister may then take on other administrative tasks.
Nevertheless, it remains a sign of confusion, and such an arrangement should not be done in this way.
