A morally good priest who recognizes the Pope and his bishop can clandestinely celebrate the Traditional Latin Mass for the faithful, especially in emergencies. The Traditional Latin Mass is a treasure of the Church, and its prohibition is seen as an abuse of power. The Mass remains valid for the salvation of souls.

When he is a morally good priest and if he recognizes the valid Pope, Pope Francis, his Bishop, and mentions them in the canon of the Mass, I think he can clandestinely celebrate the Traditional Latin Mass for the sake of these people. 

This venerable and millennium-old rite is a property of the entire Church and the current Pope or Bishop cannot forbid this treasure of the Church. 

Therefore, the prohibition of the celebration of the Traditional Latin Mass is an abuse of power. The faithful have the right to this property of the entire Church, this venerable rite. The Mass also remains valid when he does this for the sake of the salvation of souls because it is an extraordinary emergency. 

Even the Holy See recognizes the validity of the sacrament of the Holy Mass that is celebrated for example in the Orthodox Church with Orthodox priests. Therefore, we can safely assume that a Catholic priest can also do this in this case but he has to do this for the faithful.
