The actions are damaging to the Catholic Church's truth and creating confusion. Protestant ministers lack the authority to bless Holy Water like Catholic priests. The bishop's actions suggest equality between priests and Protestant ministers, which undermines Catholic truth. A better approach would be to use the Blessed Sacrament for blessings.

It is surely going too far, it is damaging the truth of the Catholic Church, it is confusing. Because these Protestant ministers are not priests, they have no power to bless the Holy Water. The bishop is confusing in these, as if Protestant ministers have the same power as Catholic priests. This is an undermining of the Catholic truth. And so, it should not be done in such confusion.

It would be better that he would come with the Blessed Sacrament and monstrance and bless the city with the Blessed Sacrament and invite maybe the Protestants if they want to join reverently devotedly and to bow their knees before the Blessed Sacrament as protestants, if they're going to ask the Catholics, but not to do such confusion, such relativism, and a kind of  I would say confusion should not be done.
