There is no direct norm for this specific situation. The Church only requires that the marriage be conducted in the presence of a Church minister who has the proper faculties, along with two witnesses. There are different situations where the Church cannot impose certain conditions, such as during times of persecution. In these cases, there may be instances where, for example, two ladies and a priest or a young couple may be involved.
Even when no priest is present, the Church allows for a valid Catholic marriage to be concluded before two witnesses during periods of persecution. This is the basic rule. However, another consideration is in normal circumstances, such as in a parish, where there are sufficient persons of both sexes. Given the symbolism of the marital union, it would be more fitting to have witnesses of both sexes, as this reflects the beauty of the marriage celebration in a public context.
