A person living chastely and repenting of sins can receive Communion, even if not married in the Church. However, cohabiting without marriage can cause scandal. To regularly receive the sacraments, the person should separate from their partner or marry in the Church to avoid causing confusion or scandal.

Yes, it depends on whether he is currently living chastely and observing the commandments of God. If he is not married in the Church, he cannot live a conjugal life. However, if he is living in abstinence, is chaste, and repents of his sins, then, of course, he can receive Communion. But it also depends on the situation, especially if he is cohabiting with another person, and this is known in his environment. In that case, he must not go to Holy Communion, because even if he is living chastely with his partner or in abstinence, he would cause scandal. After all, people do not know that he is living chastely, nor can he realistically tell everyone or the Church, "I'm living chastely."

Therefore, if he is living chastely and in abstinence, he can receive Holy Communion, but only without causing scandal and in exceptional circumstances. However, if he wants to regularly receive the sacraments, he must separate himself from his partner or, when possible, marry in the Church. This would be the right course of action.
