The pope, though holding primacy, is a servant and brother, not a divine monarch, and can be admonished by bishops in union with him.

On the first day, the pope must be privately admonished in a respectful and tender manner, addressing the weighty issues and asking him to correct them. If the pope does not address these concerns, there is an obligation to issue a public statement, on behalf of the College of Cardinals and all the faithful, urging the pope, for the spiritual benefit of the faithful and the Church, to rectify any incorrect or ambiguous statements. It is crucial that this is always done in a respectful manner.

This approach acknowledges that the pope is not a dictator but a servant and a brother to the bishops. While he holds primacy in the Church, he is not divine, nor an absolute monarch. It is important to recognize this distinction.

The pope is a member of the Church, and although he cannot be judged as such, he can be admonished especially by the bishops who are united with him in the Episcopal see and in the teaching authority (magisterium).
