No, because the apostolic blessing is particularly linked to the moment of death, especially in the case of martyrs. It is given in Latin, and any priest can grant it in the name of the Pope. This blessing is always associated with a plenary indulgence. At the moment of death, when someone receives the apostolic blessing with repentance and a contrite heart, they will receive indulgences. We do not know the full extent of these indulgences, as it depends on the interior state of the soul. However, when one has faith and repentance, they will receive them. This is a great benefit for the soul in its final moments of departure from this life. Therefore, it is an expression of the motherly care of our Holy Church for her children as they leave this world.
